The Falcon player does it at least three times.
I don't ever recall anyone doing it in Melee. Much better than the Falcon Kick then regaining your second jump, IMO.

*sigh* OK, once again I am going to elaborate on it....
His upB has gained more horizontal and vertical range.
The horizontal DI is much better than it was in Melee.
If someone is edgehogging, you can UpB into them for a possible stage spike (they can tech).
You can raptor boost and grab the stage.
If you hit an opponent while raptor boosting, you fly over them, so you lose no actual horizontal distance (yes they still get hit).
It's true you don't regain your second jump after the Falcon Kick, but here's an idea. How about saving the second jump for after you Falcon Kick? The floatiness in this game will allow you to recover that way. Dur.

I remember some people saying that it was used to recover in 64.

It's a cute trick. If someone is edgeguarding you they will be between you and the stage... Atleast it gives him some horizontal movement, while protecting his face.
