Is it still that annoying dress swirl attack?
My friend (AKA smash rival) plays with almost no one other than peach, on account of cheapness. I'm not sure if it is discussed here, but peache's down-A has got to be one of the cheapest attacks in the game. It's got more range than links sword (if memory serves correctly)! If you are caught in the dead-center of it, uncharged, I believe it does somewhere around 30-40%.
Also, don't mind my super super old account. I made it a long time ago, forgot about it, and somehow remembered the password to it still.

Someone's a little bit behind. Yes, it's nerfed. It's still useful for building up damage, but it won't ever kill you now.

No it isn't. There's no CC, so they can't even accidentally CC it. Maximum damage for all hits is, like, 21-25% and that requires them to have very little damage, for them not to DI at all during it and for you to get hit in at just the right distance, angle and with the wind blowing in the right direction (a.k.a. the Random Luck Factor).
It almost never happens, in other words.

Yes it's still that attack, but thanks to the removal of crouch cancelling and general peach changes the move now does no more then 20 percent according to most accounts.

The problem isn't that it "only" deals out 20%, because that's pretty good for just one attack.
The problem is that most of the time, not all hits will hit and you'll be stuck with only 6% or so worth of damage. Another problem is the huge decrease in knockback. They won't get KO:ed at 300%.

I wouldnt say its "cheap" in Melee....Just smarten up and try not to get hit by it..
Anyways yes its nerfed..But I'm still using it..It still comes out fast and still has a lot of priority from what I've heard..

It's still a very useful attack, in spite of the nerfs. It can be used pretty much the exact same way it was in melee, even if the rewards aren't as stupid good.

Although there's no CC, getting hit while crouching can still force players to DI down, which causes multiple Dsmash hits. Actual CCing in Melee caused them to eat up the dress while still crouching. DI'ing down without being stuck in a crouch has always caused multiple Dsmash hits.
