Blue Falcon

I saw Captain Falcon's FS and was wondering: how can he get ppl to run over? I think it's when you first activate the FS. The Blue Falcon comes, and whoever is nearby and get hit by Blue Falcon gets run over. Or maybe it's random?

Any ideas?

I think its just the center of the area where Falcon was standing.
