To your last question I'd say in Brawl Falco is as much of a clone of Fox as Ganondorf was to CF in Melee.

For example they had basically same style b-moves, but ganon's fair and jab, and up-tilt are different. Its like that kind of clone, sort of like a semi-clone.

Also, I know fox's up-b is longer and i think his side-b is too, but im not sure.
