along with Ganondorf and Falco wouldnt you say Pichu and Doc have just an equal chance? I mean correct me if i am wrong..but wasnt doc a mid tier character (g and w was low) and was more often used?

I strongly disagree. I seriously doubt nintendo would ever use melee tiers or popularity as a factor in determining whether that character will return as a veteran in brawl or not. Instead they look at how significant or iconic that character is within the span of nintendo's entire history (with exception of outside characters). In that regard, game and watch is far more significant than pichu and doc, as he represents the entire game and watch series of games and is one of the earliest (if not the earliest) nintendo characters.

Nope, they were out from the get-go.

They're both just clones of pre-existing character. Dr. Mario could easily be an alternate costume for Mario, and Pichu is just a weaker version of Pikachu that hurts itself with its own electric attacks.

Falco and Ganondorf are different, in that they're both incredibly popular, and both have a chance at a potentially different moveset.

Besides, Dr. Mario and Pichu have already been deconfirmed, as the Final Roster's been revealed without them.
