That's most likely what he does when you just stand there for a while.

In the new 6 minute video, while it was showing character taunts, Wario's mouth was open, and he pushed his jaw up to close it. So this is either:
1. The third taunt.
or
2. Part of a different taunt (for instance he could do this after turning back around after his "Wario Dance")

^It's more likely option 1, but you never know, especially with Wario.
