I think from this list, Undertale and Shantae are the frontrunners. They got deluxe Mii Costumes which I honestly see as the biggest indicator of their popularity, but also I think that them being ongoing series is a big part of it. I love Rivals but don't really see it getting any Smash...

Playing as three separate characters in a single match is cool. Having them be the three Kanto starters at different evolutions is cool. Not everything is about tiers; sometimes you can just have a novel concept and people will find fun in that.

I don't really think there's anything to discuss. Mario has a hundred characters that are higher priority than a the Paper Mario Partners, including Paper Mario himself. I could see Vivian as part of a moveset for him with other partners like Goombella and Parakarry, but not on her own.
